Last week in the YACHT sailing podcast, Adam Lucke talked about FreeNauticalChart - his free nautical chart from publicly accessible BSH data. In episode 75, Thomas Dehling, Head of the Nautical Hydrography Department at the Federal Maritime and Hydrographic Agency (BSH), explains the authorities' perspective.

What is it about?

The free nautical chart on FreeNauticalChart.net was based on open data from the BSH. Overnight, it was only available to a limited extent, after the BSH had removed parts of the data basis.

The problem lay with BSH itself "

As soon as the BSH realised the error, it was rectified. The data is now only accessible under licence agreements.

Why is data subject to licence?

Dehling explains the legal basis: "The Federal Budget Code obliges authorities to act economically. Certain products - such as quality-assured nautical chart data - must be sold at standard market prices. The revenue goes directly to the Federal Ministry of Finance.

The BSH differentiates between:

  • Freely available geodata in the GeoSeaPortal (Open Data according to the Geodata Access Act)
  • Quality-assured nautical chart products for licence holders (with ISO certification, daily updates, traceable quality control)

Safety or efficiency?
