A high-ranking panel of experts presents proposals for sailing in times of pandemic - an adaptation of the "Bremen model" should enable the start of the season

In the current discussion about easing efforts in the corona crisis, the sailors in Schleswig-Holstein are now speaking out. After a discussion characterised by extensive cluelessness Catalogue of measures of the Schleswig-Holstein Association of Towns and Cities was publicised, a round table of experts drew up counter-proposals.

"That can't be allowed to stand," counters Dr Andreas Tietze, 58, a member of the state parliament, in response to the restrictive ideas of the local authority interest group. Tietze sits in the state parliament for the Greens (Schleswig-Holstein is governed by a Jamaica coalition), is Chairman of the Economics and Transport Committee and spokesman for his parliamentary group on mobility, housing and tourism. The group of club, association and industry representatives who drew up a corresponding position paper for an exit plan included Jan-Dirk Tenge, Chairman of the Schleswig-Holstein State Sailing Association, Dr Carsten Krage from the Kieler Yacht-Club, Gundula Miksch from the Schilkseer Yacht-Club, Jochen Frank from the Flensburger Segel-Club, Sven Christensen, Managing Director of the Point of Sailing Marketing agency, Phillipp Mühlenhardt from Sporthafen Kiel GmbH, Hans Jaich, Managing Director of the marina operator Im Jaich and Hendrik Schleier from the Ministry of Economics, Transport, Tourism and Labour.

The expert panel bases its vision of the near future of sailing on the "Bremen model". On 22 April, an initiative from the Hanseatic city presented proposals that could allow sailing in corona times, at least under certain conditions.

Based on this, the Kieler Runde paper was tailored to the regional specifics, adapted to the "actual conditions in Schleswig-Holstein with the North and Baltic Seas, the Elbe and the lakes, the Kiel Canal with its locks and the large variety of harbours and club facilities compared to Bremen".

And these are the proposals for Schleswig-Holstein:

- The use of the boats:The stay on board in the harbour and on the water is only permitted alone or accompanied by persons living in the same household and one other person.

- Jettiesmust be kept clear for passageways directly to the boats or ashore. When using the jetties, the regulations for the prevention of infection, in particular the social distancing rules, must be observed.

- Work on the harbour and club premises including the loading and unloading of boats are only permitted if the regulations for the prevention of infection, in particular the distance requirement, are observed.

- Craning, rigging and commissioning the boats must be carried out in such a way that the regulations on infection prevention, in particular the social distancing requirement, are observed. Only people from the same household and one other person may be on board. If this is not possible, a commercial boat service must be commissioned.

- The marinasand the resident clubs must hand out notices to berth holders and guest berth holders.

- Hygiene measures for the shared sanitary facilities - they can be opened if they have the necessary equipment and the distancing requirements are observed. The cleaning interval must be increased to twice a day.

- Calling at ports other than the home port is only permitted if a berth confirmation for the destination harbour is already available on departure or if this information has been securely established beforehand. This must be documented in the logbook, stating the contact person and telephone numbers, if e-mail confirmation is not possible. Mooring at anchor is permitted.

- Receptions of marinas and shipyards must be equipped in such a way that employee protection and the regulations on infection prevention, in particular the distance requirement, are observed.

- Parcel loungers must always be avoided. If this cannot be avoided in exceptional cases, mooring and crossing of inboard boats is only permitted in compliance with the regulations for the prevention of infection, in particular in compliance with the distance requirement.

- For mooring, berthing and casting off manoeuvresWhen handling lines and shore connection cables, it is recommended to wear face masks. Keep your distance.

- If there are signs of a viral infection on board, a skipper must not set sail. If such signs occur on the water, the skipper must head for the home port.

- Landing is only permitted in the home port if symptoms occur. If this cannot be reached without calling at other ports, the procedure must be agreed with the port medical service or the local health authority.
